While your point is valid, however, the Quran does state that you will be recognized as Muslimah and will not be harassed.
"...That will be better, that they should be known (as free respectable women) so as not to be annoyed..." [33.59]
And that was the case for most of history. People knew you do not mess with a Muslim woman (recognized by her hijab). And even today, while it may not be true for 100% of the time, but for the most part it does deter others from acting undignified before a hijabi as opposed to a non hijabi. For example, how many hijabis do you see being "checked" out and being hit on?
Of course, it doesn't always deter and there are reasons for that.
1. the hijabi's own attitude and behavior. Is it just a cloth on her head or does she wear the hijab in her actions as well?
2. the islamphobia and hate of Muslims. Such are the times today that the islamphobes single out hijabis and attack them because they are too cowardly to mess with a Muslim man.
3. the lack of Muslim body to protect the Muslims. When the europeans tried mocking the prophet
or Islam, the Islamic caliphate warned of invasion if they don't stop. And they did for fear of retaliation. And today? one country prints cartoons, the others follow suit to "support" their so called "freedom of speech".
Even with the given above situation of the Muslims, the hijab still offers protection and deterrence from unwanted attention for many Muslims and non-Muslims who implement it and see the results of it themselves.
